GOVERNANCE : DREAM OR REALITY This
paper is based on the author, Dr. Rohit Kumar Nepali's three
decades of development experience and SAP-Nepal's 14 years
of work with over 1000 civil society organizations in 65 of
the 75 districts of Nepal. It has been developed from a close
observation of the processes adopted to empower the marginalized
people. During the capacity building process of these organizations,
SAP-N has observed a cycle of political change in the country.
The experience thus gained has been depicted here along with
practical ways of handling similar situations in the future.
